- Create a new twitter account and be sure to set 100% up.
- Start adding people either by hand or using a script.
- Tweet a few times a day
- Follow more people again until you can grow the account over 2000 followers
- List your account here for sale.
So far there is no TOS against selling accounts on twitter but that might change.

For now this gap exists, but I am sure that it will not be the case forever. Soooo, if you got the time and inclination to make a quick buck, this does look a sure fire way to do exactly just that!
