I’d say that it’s a mix between Reliability and Functionality.
One one hand, you could have 100% uptime, but have no features to work with, ending up with a site that’s reliable, but sucks because it’s static.
But, on the other hand, you could have all the features you could possibly need (PHP 5, MySQL 5, Subversion, SSH, etc), but only have 80% uptime. So you’d have an awesome site (or at least more potential to have one, than the previous example), but it would be unavailable quite a lot.
So it’s a mixture of the two.
